Siaha District one of the oldest in Mizoram state is perhaps one of the slowest developing district with a pace of a Tortoise speed. Besides, this handicapped development, we are all obsessed with the daunt party politics. The rural people doesn`t know what poverty is all about, because he is used to it, it`s his whole life. He is at lost. He is more keen to fight for his political party that he embraces than to fight for his rights to enjoy the bare minimum essentials for livings. He is a diehard fans of his party, no matter how often he might be deceived.
Since the inception of Autonomous district council and as a District, what developmental changes have you witness?. We welcome every Government and expected them to deliver their sweet promises but they have not done the bare minimum for the people. Even after so many years, a major part of this Land does not have access to electricity, health facilities or good roads. Poverty has been made to exude the odour of sanctity and make it as a subject only at a time of Election. We should be ashamed of our entrenched poverty and of our collective failure after over 60yrs of Independence to eliminate it. Perhaps it`s time that our policy makers and policy implementers began to realise that Poverty is the society illness that must be restore with immediate action and true spirit.
Democracy which is supposed to be about empowering people, the common citizens and helping their daily lives as best they can. But every Gov`t seems convinced that Democracy is only a bout empowering itself at the expense of the people and their day to day needs. The political class and the successive Gov`t that is forms and which often comprise the strangest of bedfellows sees Democracy only in terms of elections. It doesn`t really matter which party comes into power, for in the end as a number of blatantly opportunistic alliance and coalition have shown. They are all fundamentally the same: cynical exploiter of the people. The way our political parties of all shades appear to see that the function of our Democracy is only to hold periodic elections in which voters will forcibly(money power) if necessary, vote one or other or several of these parties into power. Having fulfilled that basic duty( of having voted a politician in to power) the voter can go Jump. The voter`s and politician`s democratic responsibility is over. And never mind what happen in between , never mind the persistent hardships and despair that rural people continue to face in their daily lives. Election is an event of development for the voters, it is the only Golden chance that they can access to a bare minimum necessities and heard their voices for a seconds.
The common people, since Autonomous DC has been handing over the keys of governance to politicians thinking that these merchants who sell Dreams would one day make these a reality for them. Mired in those Dreams, he continue to endure hardships which have become intrinsic to his life with unfathomable resilience. The contrast between wealth of the politicians and the plight of the common man is starker than day and nights. Unfortunately, there is none to make this people aware their rights and realise their pathetic conditions.
Most politicians and general public do not appear to even know the basic amenities which a Gov`t must provide to the welfare of the common man? It was crystallised nicely by the Hon`ble Supreme Court in 1983 the Bandhua Mukti Morcha case [1984(3) scc 161]. It had said every citizens was guaranteed under the constitution to lead a dignified life, which include:
“Protection of the Health and strength of workers, men and women, and of the tender age of children against abuse; opportunities and facilities for children to develop in a healthy manner and in a conditions of freedom and dignity; educational facilities; just and humane conditions of work and maternity life”.
The District Hq SIAHA till now does not have a standard Hospital. The Community Health Centre(CHC) we are having presently is over ridden with moulds, motes and spider webs . It is over mature and has service for more than a decades. Instead of constructing a new building for this needy patients, priority was given to a warehouse. Amazingly , this warehouse is occupied as the Main Office for the health department. To my understanding Warehouse should be a store room for equipments and facilities alike. This clearly reveals how the poorer section are ignored. The idea of constructing a new building(CHC) sound only at the time of election, measurements of the area have been done repeatedly without reality. You don`t even have a blood bank, modern diagnostic instruments and other facilities, therefore, you have to refer from the remotest, southernmost part of mizoram SIAHA to the northern AIZAWL or LUNGLEI for critical treatments and diagnostic. How long would we be deceived?
The Road to Hell may not be crooked than the road to most of the rural areas of this region. For instance, KAOCHAO to PHURA road. This will usher you into the deepest potholes and craters ever exist in the world of connectivity. Anyone experiencing this road by vehicles would Jump and dive likes motocross racers between potholes and craters. It is very similar to water rafting, with every bump, dip and turn we bounce around inside the car, ricocheting off the sides and ceiling. Even the healthiest man would fall sick of tremendous shocking. The patients on transporting to a town for medical care may die or severe on the way due to heavy Jerking. If this is the case, there is no question of uplifting the rural economic. The fruits/incomes that he have harvested through hardships farming goes in vain and perish away, no route to outsource his produces. The only option left for him is to participate in local politics with a dream of uncertainty.
Water and Power supply are too worthless to mention. Several decades gone, no enhancements. Things remain the same as ever. When you lack all this his basic needs, can you still dignify your life?
The maraland Media tycoons and the NGO`s whom we expected to take active role in amending this social vices and play as a pressure groups to correct this loopholes rather keep silent. The facts is that, we are all saturated with party politics. No one dares to speak the evil side of our own party. There is none, a single sympathiser for the rural people in reality. Everyone is running after a small penny. There is none to be blame, its everyone liabilities. we are all interested and obsessed to participate in a Blame Game? The predecessor blaming the successor and the successor blaming the predecessor. Remember, it is not only our politicians who are responsible for this cause, as a media we fail, as an organisations we fail, as a citizens we fail and we all fail together to restore the system that is vital for our society well beings.
Therefore, Dear Brother and sisters, instead of criticizing from a closed doors and participating again in a blame game, let`s play a real game that could serve the plight of our rural people. For instance, let`s fluent with the RTI Act and try to use the most out of it and penetrate this machinery to the rural areas. It is my wish that everyone to come forward so that we can make a positive changes in a society. It is a high time to take up issues like environment and lack of civic governances , we need action to make this land accountable to our beloved people. And lastly, let`s translate our thoughts and ideas, and put it into action and stop taking part in a blame game.

As you had vividly pointed out, the ruling class and local power elites in Maraland failed us on many grounds.It is true that Siaha district has made achievement in certain spheres like education. Nevertheless, by and large we are still a backward district which is clear from the fact that Siaha and Lawngtlai dsitrict are the first districts to be selected for the implementation of NRGES in Mizoram. Further I also agreed with you that opportunistic politics is another problem which impedes developmental process in Maraland. When our netas are busy spending half of their mind and energy on how to secure power and form new coaliation, we can not expect any progressive development in MADC. As is the case of other ADC's, political instability has often act as obstacle for development in Maraland.
Despite this there is still reasons to remain positive. As your article pointed out, one can utilise RTI to put pressure upon local level bureaucracy to maintain transparency.A strong and vigilant NGO's, church and media can also bring positive change in Maraland. Lets hope that MSO, MTP,MCHP, church and various media(print as well as electronic) will play their role effectively in the days to come.

0. "'A nation gets a leader it deserves." goes the adage.What ever has been said about our representative, I too finds it hard to disagree.
We Maras suffer from a dreadeful diesease which I choose to call Affiliation syndrome (AS). We throw away our sense of fairplay because of AS.
AS further blurred our already dreadful myopic vision.We even sell our souls, not to get treated of the diesease, but to get infected by it! And then, we even sacrificed the comforts and prosperity of our own generation, not to mention of the unholy compromises we make for our future generations!All becoz of our sense of Affiliation to someone of our own sub-tribe, clan or lineage in matters of election to any representative institutions in our land unmindful of the crediblity, integrity or perfomance of such candidates.
This is not to say that I fail to see the immediate benefits that one may get from such un-holy, myopic AS-alliances. But, the more pressing question that clouds my mind is that: is it really fair (or, has it become a pregrogative..) for a politician to first crown his kith and kin (ostensibly for "Security" reasons)and then only dispense with the left-overs with/to his electors? This question, though I had asked belatedly, has been more than answered by our elected representatives of all hues. They've answered it in BOLD-CAPITAL LETTERS, yet visible only to the discerning eye! Check the land-records of MADC.
Check the family affiliations of her staffs...yet, we choose to re-elect them term after term, just becoz they'd ocassionaly apply honey on our lips while pocketing the rest of the honeycomb! Who's to be blamed? Our Representatives?No, never!stand on their shoes and I'm sure you'll be worse!Let's forgive 'em for they know not what they do! The real culprit (and the worst Victim aswell) is ME, the elector, who choose to elect such persons.

Its quite true that things are not happening in the way these should be but I feel the dark tunnel of under development, ignorance is long but not so long that we cannot see light beyond it.
Every society & nation as a whole takes time to grow. This is high time that we Mara should start growing and start challenging the existing situation. It is quite easy to blame politician or government for all the ills of the society but friends everyone is a product of the Mara or Indian soil so the politicians and the govt servants represent the society as a whole.
If we say our people are not aware then we are hiding the truth. Awareness is everywhere. The problem lies in attitude, the moral and cultural values. Unless it changes our moral standards keep on falling and the result will be worse than what we see today.
The society has to become an active participant in all the processes. Now its democracy, every village is having a village council, now no villager can say that he does not like the work of the govt. As almost every year some election takes place and the voter decides about the person who will represent them. If the masses can not even select a good VC then only god can help.
But I would like to inform my people that we are targeting the roads and very soon the potholes will be a history. BRTF is working on Kawlchaw- Phura road. DRDA is starting cutting of Lawngban- Lungdar road. Chakhang-chhielhu road will be taken up later.
In Siasi with support of DRDA & EM-Edu a small micro hydro power plant has been set up.
Friends things started changing. I was feeling good in this year's MTP Conference in Vahai wherein Pu Chhuabi, EM, raised the issue of continuous demand of help my different NGOs for their conference, functions and he openly told that EM do not have extra fund for such things but due to pressure they have to divert funds.
So, a debate is needed in the society as to how they want their leaders to be. We do not want to discuss uncomfortable matters and always want to hear goody- goody things..
Its good that such a debate has started.

My worries are - those conjested roads(besides water,shelter and food). How to widened those roads and the question of evolution of mini-Parks for elders and children.? it is going to be an arduous task ahead for those in the institutions.....

First of all the comment made by Kunal:Alternative is not me.. Someone else made comment in my name I suppose.
But anyway with regard to question of operationalisation of the collective wisdom learnt over different periods of time; firends it is a slow process and such revolutionary changes are subtle. these are not visible contrary to the normal expectation of a common man about the revolution. If any change is sudden then these changes are not permanent.
Making road, good school etc is the most easiest things because these are engineering solutions and these do not need much effort.. one need money and machinery and make these things..
Revolution is related to changing the way society behaves, it interacts with different institutions both within and outside its realm.
The public need to be active participant in it.
We are trying to sow seeds of such thing through decentralised and bottom up planning. By having regular interaction with the masses, by discouraging the common trait of asking for small small help, by encouraging people to have a sense of pride in them....
But even I have a limitation, being an outsider my understanding of society is very limited and mostly it is the reaction of my own inner beliefs superimposed on the experiences of maraland. So my understanding is very much colored and may be unbiased but still I say every society is unique and my beliefs and mara's belief are different, so, i can not claim to have a proper understanding of the society.
But such debates are welcome.. thats why we r democracy.

Did you ever think what change can be done without a twist of mindset that prevails in men. What kind of mindset does a man with hummer and tongs have?
The question here is how can you change so much with laws like RTI etc, with a man who had no education. The basic things we need is education, let e'm be educated so that everyone may have their own evaluation of life. let them have conscience over fake manifesto. without education our grand parents were coceived many time by corrupted people.
Even if you are a PG or Phd degree holder and have no manners, then EDUCATION HAS FAIL you. So the responsibility lies within you and me to educate others to have their freedom to claim their rights. Let us all be aware of the need of education and start working. so that we may rise above the clouds. Our future is darker as the stiff market competition lies ahead. Prepared yourself to adapt as the situation changes and help others too. So, one thing i want to say for last is let us also try to developed an aggressive mind on how to depend on ourselves.

Thanks for your response.
In fact you touched upon the core issue.
If you see the recent activities of the district administration, then you will find that we are indeed after education sector. We are involving directly from Anganwadi to Secondary Education, lots of inspection we are doing and we are trying to change the way the system works. but friend we in the district administration have our limitation, Elementary Education which is the core of the educational system is with the District Council and we do not want to encroach upon their domain as it is their constitutional duty.
But my fellow district inhabitant can really do a lot by ensuring that their children go to school, our teachers come and teach on time. I am trying to ensure that computer education are also imparted in all villages; I am working on this concept. I discussed this with Education Deptt, MADC, but this is a slow process and since Govt of Mizoram is not directly incharge so I directly can not impose my wish. Although it may be for the good of the people.
I have visisted almost all the villages; the govt schools look so ugly; I told SSA that they have to find ways and means to make schools look beautiful and welcoming and as a temple of education rather than an ugly structure like a jail for kids.
The system is at such a position that even I am perplexed. But I have decided to make a dent into it.
Lets hope we succeed.

The Forest cover of Siaha district is 95.14%(latest data) as per the State of forest report 2009, Forest survey of india.
well, It is very true education is one of the basic tools for a change and am the one who believe RTI Act can bring us this reformations if we deploy this machinery in good faith and dedicate this to our rural peoples.. this could also serve the purpose of education..(MSO motto: For God and Maraland)
someone talks about CBI, it sounds great but it requires lot of paper work and formalities as well as the Gov`t consent, so they are not easily available at will....... whereas RTI is a tool that i strongly believe where the process of good governance - strengthening the link between citizens and the state began only in 2005 with the enactment of this RTI Act in India as a whole.. before that it was next to impossible for an ordinary citizen to get any information from the Gov`t... now we could witness some changes, I don`t deny still there are some obstacles to utilising RTI but friends, it is the only legislation that had given power to the ordinary people.....
One of the merit is that it is simple to apply.. Draft an application on an ordinary sheet of paper and submit it to the Public information Officer by post or in person. but some state also have a set format. it cost only Rs 10 to file RTI....
one could witnessed many overwhelming storie from this RTI applications, like Mr Subash Agarwal whose applications are the reasons Supreme court Judges will have to make thier Assets Public.... An 8yr old little girl Aishawarya Sharma from utter pradesh force the municipality corporation to stop dumping garbage near her school............... and many more.........
Therefore, I have a reason to think positive.. lets not forget ` united we stand and divided we fall.`

|2010-05-01 08:46:42 hyderabad soccer - A DC to rememberWe are so blessed to have a DC who walks the talk. I have never come across any DC in Mizoram who travels so extensively within his district and who tries to feel the pulse of the natives.
I can't agree more to what he had pointed out:
"I have visisted almost all the villages; the govt schools look so ugly; I told SSA that they have to find ways and means to make schools look beautiful and welcoming and as a temple of education rather than an ugly structure like a jail for kids.
The system is at such a position that even I am perplexed. But I have decided to make a dent into it."
The pathetic state of the infrastructures in our schools is indeed a matter of concern. I wonder if it is within the jurisdiction of the DC to look into the state of affairs in the
1. Mid-day meal schemes
2. Sanitation/toilet facilities for girl stiudents (as stipulated by the SSA)
3. Clean/safe drinking water facility in the schools
Another area of concern is the case of false data presented by the schools to SSA in order to get more sanctions for mid-day meal etc.
What can be done?










Yes.. this is the way forward... in order to bring the accountability, we cannot just shout from the roof top, we need the machinery in place to work for us. RTI will help us in that direction... kudos to you, A. Solai...
