Central team to Visit Councils for Direct Finance Print E-mail

According to NewsLink newspaper, a 10-member central financial expert team is likely to visit the three Autonomous District Council(ADC) Headquarters in southern Mizoram

during this week to check and inspect the possibilities of the introduction of Direct Finance system from the Centre to the Autonomous District Councils.

The expert team will also inspect the financial management procedure of the three councils since their inception in 1972.

Thus, the central financial experts will visit Siaha(Saiha), Lawngtlai and Chawngte(Kamala Nagar), the respective Headquarters of Mara, Lai and Chakma Autonomous District Councils in Southern Mizoram.

"Due to the irregularities of funds coming in from the State government to the ADCs,  the Autonomous District Councils have been demanding direct finance from Central government, arguing with the State government that both (the State and ADCs) are but beggars and there's no point a smaller beggars(ADCs) had to beg for finance again from a bigger beggar(State) when both are actually begging from the donor(the Central government); it makes sense to have Direct Finance from the central government to the ADCs" Shri Hiphei, former MP was quoted as saying.

We are not beggar , we pay tax even buying small match box, the only thing is our govt do not utilse the fund coming from Central Govt then they will stop the fund flow, no "vai" will come and develop our state, Central gov is more than happy if we take out more, utilise and develop our state they will give more & more. But it is reverse in Mizoram, we don't utilse our money so that our fund also will not release due to mis utilisation "corruption"

This central team is coming not becaue ADC has been asking direct funding, but because, RSVY scheme is not nicely utilise also, every state has decentralisation of power "power to the people" through Panchayati Raj, every In place like Mizoram the authority do not want to give power to the people, we will become poorer & poorer !!!
Direct finance is good

Direct finance I hope will prove to be good. It was disgusting to see Government aided school kids not wearing their school uniforms due to the prevailing poverty in Southern Mizoram. Only private English medium school kids could afford to wear the uniforms. I was amazed how our state became like that....

if direct finance would be introduced in order to avoid irregularities of funds from state government, we the people still need direct finance from state to avoid corruption from MADC. in our case,what we dont realise is that tranparency in spending is far more important than DF
